First, the number of expert advisers that can be called upon to provide technical guidance will be increased as the program expands. Second, the designation of who Collaborating Centers will be fostered according to a defined strategic plan. This is an important way of linking with acknowledged centers of technical expertise that perform activities relating to different aspects of the program plan. Third, the Program will encourage appropriate research and sometimes coordinate or participate in it. Such research could be of an epidemiological, biological, technological, anthropological and socio–economic nature. Fourth, linkages for information exchange will be developed with relevant organizations. These will include other WHO program, international agencies, governments, academic institutions, professional bodies, teaching and training organizations, NGDOs, donors and, last but not least, organizations of people with listening disabilities.
